With the publication of the FOI Upstream regulation report, the ICO has identified key themes to guide its approach, including producing new tools, guidance, and training for the regulated community, increasing engagement with the FOI community, promoting ease of access for requesters, and supporting compliance with proactive disclosure. The ICO's goal is to improve transparency and make it easier for people to access information already available, removing the need to make a request.
