ICO releases video to help people access their care records

The Information Commissioner's Office (ICO) has released an educational video to help care-experienced individuals request their personal care files through a Subject Access Request (SAR).

Part of its Better Records Together (BRT) campaign, the video resource aims to support conversations between practitioners and care leavers navigating the statutory access process. The video follows previous research showing widespread systemic failings, revealing that 89% of people who attempted to access records by submitting a SAR were left with unanswered questions and concerns, while 71% experienced poor communication and 69% severe delays. The ICO found that some people waited up to sixteen years.

While the regulator is keen to engage with local authorities and health and social care trusts through its BRT initiative, the ICO warned that it will prioritise enforcement against bodies demonstrating persistent SAR delays.
