ICO warns care providers to take action to improve access to care records

The Information Commissioner's Office (ICO) has called for urgent improvements in UK local authorities and Northern Ireland Health and Social Care Trusts, and that people trying to access their own care records are being systemically let down. In a letter to senior leaders, the ICO warned that failure to implement improvements could result in regulatory action.
The news comes as the ICO published survey results showing that 71% of people experienced poor communication and 69% faced delays, with some waiting up to 16 years. A further 59% did not receive enough information, while 87% were left with lingering questions.
To help the sector meet its legal responsibilities, the ICO has launched a Better Records Together campaign, providing new standards for organisations on handling requests with care and offering clear advice to those requesting their records. A UK-wide supervision pilot is also running across 2025/26 to monitor the performance of 19 organisations.
