ICO issues enforcement notice to City of York over FOI backlog

The City of York Council has been issued an enforcement notice by the Information Commissioner's Office (ICO) after failing to respond to 261 Freedom of Information requests. The council has been instructed to clear the backlog of unanswered requests and provide an action plan outlining how to improve its response time. The plan must include a 'lessons learned' exercise to identify the root cause of the delays. Although the council has made significant progress in clearing the backlog, the Enforcement Notice formalises the requirement for it to be cleared completely.
