Through the adoption of the Digital Markets Act and the Digital Services Act, the EU has demonstrated a clear intent to impose strict limits on the digital advertising industry. While the initial goal for a total ban on targeted ads was only partially satisfied in the two landmark regulations, the desire to reform the online ads industry remains.
