Measuring agility in global AI governance

An article by the World Economic Forum (WEF) Centre for AI Excellence examines the AI Governance International Evaluation (AGILE) Index, a new framework covering over 40 countries that offers a comparative view of the evolution of national legal frameworks, institutional capacity, and societal safeguards for AI. The article highlights that effective AI regulation is hindered by fragmented and scarce data on how AI systems are built and deployed, leaving regulators to manage risks such as algorithmic bias without the necessary evidence.

The AGILE Index assesses 43 indicators and groups countries into four profiles based on maturity. The index yields three main takeaways: AI transparency is power, as countries with publicly available governance data score higher; AI preparedness is uneven across regions and within governments; and AI governance can be agile, citing the UK, Singapore, and South Korea as top performers who have successfully translated principles into practice via mechanisms like regulatory sandboxes.
