The UK government develops secret internet surveillance tool

For the last two years, the Home Office and the National Crime Agency have been secretly developing surveillance technology with two unnamed internet service providers under the Investigatory Powers Act 2016. The surveillance tools are capable of monitoring the entire countries web browsing activities by creating Internet Connection Records.
