UK launches AI Growth Labs sandbox to support responsible innovation

The government has launched the advisory AI Growth Labs, a new cross-economy sandbox designed to help innovators conduct responsible tests of artificial intelligence (AI) products within existing regulatory frameworks. By providing joined-up information and guidance, the initiative aims to accelerate the development of AI technologies while maintaining public trust to promote UK economic growth.

The announcement comes after evidence from a Department for Science, Innovation and Technology consultation in October 2025 revealed strong industry demand, particularly from within legal services, the first sector selected for participation. The AI Growth Lab brings together four regulators: the Solicitors Regulation Authority (SRA), the Council for Licensed Conveyancers (CLC), the Legal Services Board (SLB), and the Information Commissioner's Office (ICO). Together, they will advise innovators on how to resolve cross-regulatory challenges and identify unintended barriers within current rules.

The government highlights that participation in the lab does not constitute formal regulatory approval or endorsement, and all existing legal requirements remain unchanged.

In a statement for the ICO, William Malcolm, Executive Director for Regulatory Risk and Innovation, said: "Supporting responsible AI innovation is a priority and a duty for the ICO. We recognise the critical role that initiatives like the Advisory AI Growth Lab play in driving both economic growth and public trust in technology adoption.

"It's essential that legal firms and businesses can navigate data protection requirements with confidence as they seek to make legal services more efficient and effective for people. This pilot will help the sector access the new opportunities AI brings while providing assurance to the public that regulatory standards are met

"We look forward to working with DSIT, the CLC, the SRA and the LSB to find practical solutions that remove roadblocks while ensuring that people's rights are respected."
