International AI Safety Report publishes second key update

The UK Department for Science, Innovation and Technology (DSIT) and the AI Safety Institute (AISI) have published their International AI Safety Report Second Key Update on Technical Safeguards and Risk Management.
The report reviews developments in technical approaches to risk management in general-purpose AI, such as training models to reject harmful requests and watermarking AI-generated content.
The update notes that the number of companies publishing Frontier AI Safety Frameworks has more than doubled, and researchers have refined techniques for training safer models and detecting AI-generated content. Despite this progress, significant gaps remain in technical safeguards. The report highlights that sophisticated attackers can often bypass current defences, and the real-world effectiveness of many existing safeguards is uncertain.
