DSIT launches consultations into data brokers and data intermediaries

The Department for Science, Innovation and Technology (DSIT) has launched a public consultation concerning the data broker industry and its potential impact on national security.
The consultation seeks to understand the operations, security practices, and customer base of data brokers to inform policy development intended to ensure the safe and responsible use of data. The consultation is structured into four parts: defining data brokers and their services, exploring national security risks, assessing the effectiveness of security and governance frameworks, and analysing customer demographics and consumer awareness.
This consultation closes on 12 May 2025.
A second consultation explores the role of data intermediaries in enabling access to and exchange of data, particularly personal data, which they handle on behalf of or for the benefit of data subjects. The government highlights that while this area is still emerging and evolving, both in the UK and internationally, it holds the potential to become a significant component of the UK's strategy for a dynamic data economy.
In addition, the government recognises that data intermediaries offer a mechanism for facilitating the right to data portability, as they can assist individuals in transferring their data from one data controller to another, acting as an agent or in the interest of the data subject. In this respect, data intermediaries are distinct from other data-focused companies like data brokers because their operations are intended to act in the individual's interest and rely on the consent of the individual.
