Germany confirms it will not support Chat Control proposal

German officials announced they will vote against a proposed regulation to force the scanning of private messages, known as Chat Control, which is aimed at combating child sexual abuse material (CSAM). The move effectively ensures the measure will not secure enough votes to advance. German Federal Justice Minister Stefanie Hubig stated that "random chat monitoring must be taboo in a constitutional state" and stressed that "private communication must never be placed under general suspicion", arguing that even the worst crimes do not justify surrendering basic civil rights. In an open letter on Friday, the Signal Foundation warned that if the measure became law, the encrypted messaging app would exit the EU market, arguing that the proposal constitutes a mass surveillance "free-for-all" that would open up confidential communications.
