Data brokers find new ways to collect location information

Apple and Google have taken steps to limit trade in location data, but brokers are finding new ways to collect the data. Industry insiders say data brokers find loopholes in policies enabling the continued collection of location data. The challenge is that "you're playing whack-a-mole, where these companies have many different vectors through which they get people's sensitive information."
