RIPA being used for fly-tippers and parking

An Observer investigation has revealed councils are using the  Regulation of Investigatory Powers Act (Ripa) 2000 to combat low-level offences, such as the misuse of blue badge parking permits, fly-tipping and benefit fraud. The news has been obtained through bulk FOI requests.
