Research by nonprofit Fairplay has identified that TikTok, WhatsApp and Instagram do not offer the same level of privacy and safety protections for children across all operating markets. The research examined the default settings and terms and conditions for the platforms in 14 countries, identifying "significant" differences in children's protections on what appears to be "seemingly identical platforms" outside of the users' location. Alongside the publication, thirty-nine child safety and digital rights groups have called on TikTok and others to implement a global "Safety By Design" and "Children's Rights by Design" approach.
