2025 AI Index Report identifies AI governance disconnect

Stanford University's Institute for Human-Centered Artificial Intelligence (HAI) has published its 2025 AI Index Report. The latest report indicates that businesses are heavily investing in AI, with private AI investment in the US reaching $109.1 billion, significantly outpacing China's $9.3 billion and the UK's $4.5 billion. Generative AI attracted substantial global private investment of $33.9 billion, an 18.7% increase from the previous year.
AI adoption in businesses is also increasing, with 78% of organisations reporting AI usage in 2024, compared to 55% in 2023. In addition, a growing body of research finds that AI enhances productivity and often helps to reduce skill gaps within the workforce.
In terms of responsible AI (RAI), the report finds that progress is inconsistent. While AI-related incidents are on the rise, standardised RAI evaluations remain uncommon among major industrial model developers. Furthermore, a disconnect exists between companies acknowledging RAI risks and implementing substantial mitigation strategies. In contrast, governments are demonstrating increased urgency in AI governance.
