Meta has offered rival artificial intelligence (AI) chatbots, including OpenAI, free initial access to its WhatsApp messaging service in Europe. According to sources familiar with the matter, the technology company submitted the proposal to EU antitrust regulators last week. The offer stipulates that Meta will begin charging once competitors exceed a specific limit on the number of messages sent to users.
The proposal follows indications from the European Commission that it is considering an order requiring Meta to provide rival access while an ongoing investigation concludes. The initiative aligns with broader efforts by EU regulators to tighten scrutiny on major technology firms and ensure competition within expanding digital assistant markets.
Interested parties had until 18 May to submit feedback on the offer to the European Commission, which will decide whether to accept the terms. Although the Commission declined to comment on specifics, it reiterated its priority to keep the market open for innovators, noting that the offer should facilitate further discussions.
