The UK government has confirmed it will not be introducing legislation that will enable non-profit groups to raise data protection claims on behalf of individuals without their permission. The DCMS opened a consultation last year but concluded the case was not strong enough. Responses were submitted by the Open Rights Group and CIPL.
UPDATE: 250221 - the Open Rights Group call the Governments decision an own goal on data privacy.
