National Digital ID forecast to cost £1.8b over three years

In its November 2025 economic and fiscal outlook report (see page 122), the Office for Budget Responsibility (OBR) has forecast that the implementation of digital ID cards will cost £1.8 billion over the next three years. This figure is split between £0.5 billion in day-to-day spending, with the remaining £1.3 billion being funded via the government's annual capital budget.
