Report tracks EU Coordinated Plan on AI implementation progress

A new report by the Organisation for Economic Co-operation and Development (OECD) examines the progress of the EU’s Coordinated Plan on Artificial Intelligence (AI), which aims to mobilise at least €20 billion in combined annual investments by 2030 to strengthen trustworthy AI across Europe.

The report, based on interviews and surveys across EU Member States, reveals that 24 of 27 Member States have adopted national AI strategies. However, significant variations remain in their approach. Fewer than half of Member States have dedicated AI budgets, with the remainder funding AI through broader digitalisation programmes, making it difficult to monitor progress towards the investment target. Governance structures also vary widely, and the report suggests that EU-level benchmarks and common indicators are needed to improve transparency and comparability across national efforts.
