Incremental GPAI model updates require robust oversight

29/05/2025 | OECD

A blog article by the Organisation for Economic Co-operation and Development (OECD) highlights the need for effective governance and oversight when it comes to incremental updates to general-purpose artificial intelligence (GPAI) models.

The article notes that while significant attention is given to new technological breakthroughs, routine incremental updates, which can substantially alter a model's behaviour, often go unnoticed.

The OECD's analysis of major providers' changelogs indicates that such updates can significantly alter the capabilities and risk profiles of GPAI models, yet they largely bypass oversight and comprehensive assessments. This lack of scrutiny can lead to unintended model behaviour, cascading through the value chain and jeopardising the functionality of already deployed AI applications. To enhance the reliability of GPAI models, strengthen consumer trust, and boost AI adoption, the OECD argues that model updates require closer attention and more robust governance.
