Heathrow Airport not subject to EIRs

The Information Tribunal overturned a decision by the ICO that Heathrow Airport Limited is not a public authority for the purposes of the Environmental Information Regulations 2004. The Tribunal found that although Heathrow Airport does have a large number of powers, none of its powers means it is "entrusted" by the state to act on its behalf to perform a service of public interest.
