Lessons from a failed case of redaction

The European Commission recently published a PDF version of the contract it had with the UK based pharmaceutical company AstraZeneca, over the availability and delivery of COVID-19 vaccine doses destined for Europe. The move was intended to pressure AstraZeneca to fulfil its agreement with the EU after the company announced that it could only deliver around 40% of the doses. However, although the published document was supposed to be heavily redacted, the PDF’s bookmarks, which revealed significant portions of the redacted text were left unredacted.
