Skills shortages continue to be critical cybersecurity challenge

New research by the cybersecurity professional body ISC2 reveals that a growing cyber-skills shortage is worsening the security posture of global organisations. The 2025 Cybersecurity Workforce Study, which polled over 16,000 professionals, found that 59% of organisations face critical or significant skills gaps, up from 44% last year.

Among the most pressing technical shortages, 41% of respondents cited artificial intelligence (AI), followed by cloud security (36%), risk assessment (29%), and application security (28%). A total of 27% of organisations reported shortages in governance, risk and compliance (GRC) and security engineering. 

The shortages are driven primarily by a lack of talent (30%) and a lack of budget (29%). The impact is considerable, with 88% of respondents stating the shortages resulted in at least one significant cybersecurity incident, with 69% experiencing multiple incidents.
