ICO and 60 international DPAs sign statement on AI-generated imagery

23/02/2026 | ICO

The Information Commissioner's Office (ICO), along with 60 international data protection regulators, including the European Data Protection Board (EDPB) and the European Data Protection Supervisor (EDPS), has signed a Joint Statement on AI-Generated Imagery

Coordinated by the Global Privacy Assembly (GPA), the statement addresses significant concerns about the spread of AI-generated non-consensual sexual images, defamatory content, and other harmful depictions. In addition, the regulators highlighted the specific risks of cyber-bullying and exploitation facing children and vulnerable groups.

The statement is a reminder to developers and operators of AI systems that they must comply with existing data protection and privacy laws. As such, the statement outlines four fundamental principles for the industry to adhere to: implementing robust safeguards, ensuring meaningful transparency, providing accessible mechanisms for individual protection, and addressing specific risks to minors.

The co-signatories have pledged to share information and coordinate international enforcement to address these global risks. Organisations are urged to engage proactively with regulators and ensure that technological progress does not undermine privacy, dignity, or fundamental rights.
