EU officials discuss digital simplification and regulatory interplay at EDPB conference

Following the European Data Protection Board's (EDPB) cross-regulatory cooperation conference on 17 March, European Commission Executive Vice-President Henna Virkkunen and MEP Javier Zarzalejos outlined their views on simplifying the EU digital rulebook in an article for the IAPP. 

As EU institutions work toward a final agreement on digital simplification, Virkkunen and Zarzalejos emphasise how regulatory interplay remains a critical component of organisational compliance, despite new efforts to streamline rules through the proposed Digital Omnibus packages. To this end, they highlight that the relationship between the General Data Protection Regulation (GDPR), the Digital Markets Act (DMA) and the Digital Services Act (DSA) must be seamless in order to ensure consistent enforcement. 

Meanwhile, a central proposal within the simplification effort is the harmonisation of data breach reporting through a single portal. A mechanism such as this would resolve the current fragmented approach, in which a single event may require multiple reports under the GDPR, the NIS2 Directive, the Digital Operational Resilience Act, the Critical Entities Resilience Directive, and the forthcoming Cyber Resilience Act.
