DPC commissioner uncertain about long-term effects of GDPR harmonisation

Irish Data Protection Commissioner Dale Sunderland has outlined his support for the new additional procedural rules intended to accelerate cross-border enforcement of the EU General Data Protection Regulation (GDPR).
However, he was less certain about the long-term effectiveness of the harmonisation law.
Speaking on a panel at the IAPP Europe Data Protection Congress 2025, Sunderland noted that the new time limits for handling complaints pose a "question mark," potentially creating a significant need for additional resources. The Irish Data Protection Commission has already seen a 50% increase in complaints this year and dedicates around 45% of its staff to handling them. He cautioned against the unintended consequence of the new framework diverting resources away from more proactive, interventionist enforcement work.
