European Parliament study examines AI copyright concerns
11/07/2025 | European Parliament
A new study by the European Parliament's Think Tank, commissioned by the Parliament's Policy Department for Justice, Civil Liberties and Institutional Affairs, examines the legal discrepancies between artificial intelligence (AI) training approaches against current text and data mining exceptions, along with the uncertain status of AI-generated content.
The report warns these issues threaten Europe's cultural heritage, which relies on protecting and fairly remunerating authors. It calls for clear rules on input/output distinctions, harmonised opt-out mechanisms, transparency obligations, and equitable licensing models.
