EU study recommends harmonised AI liability approach for high-risk systems

A study into civil liability for artificial intelligence (AI) systems conducted by the European Parliament Policy Department for Justice, Civil Liberties and Institutional Affairs, at the request of the Committee on Legal Affairs (JURI) has recommended a strict liability regime for high-risk AI systems. To prevent regulatory fragmentation across Member States, the study calls for a framework centred on a single responsible operator, prioritising legal certainty, efficiency, and harmonisation.
