European Commission publishes final GPAI guidelines

The European Commission has published its final guidelines for providers of general-purpose AI (GPAI) models, ahead of the requirements under the EU Artificial Intelligence Act (AI Act) coming into force on 2 August. The key points of the guidelines include a clear set of definitions outlining what is considered general purpose, a pragmatic approach in that only providers who are making significant modifications to AI models need to comply with GPAI obligations, and exemptions for open-source developers.  

Separately, the Commission published a template and explanatory note for GPAI model providers to summarise the types of data used to train their models.

Meanwhile, Politico reports Meta has indicated that it will not sign up to the voluntary GPAI Code of Practice released earlier in the month. In a LinkedIn post on Friday, Joel Kaplan, Chief Global Affairs Officer at Meta, said, "Europe is heading down the wrong path on AI. We have carefully reviewed the European Commission’s Code of Practice for general-purpose AI (GPAI) models and Meta won’t be signing it. This Code introduces a number of legal uncertainties for model developers, as well as measures which go far beyond the scope of the AI Act."
