European Commission publishes final GPAI code of practice
10/07/2025 | European Commission
The European Commission has published the final version of the General-Purpose AI (GPAI) Code of Practice, following months of negotiations and three weeks before a legal deadline. This voluntary Code allows organisations to demonstrate compliance with the EU Artificial Intelligence Act (AI Act). Developed by 13 independent experts and over 1,000 stakeholders, it addresses transparency and copyright for all GPAI model providers, with an additional chapter on safety and security for providers of the most advanced models.
The Code was due to be published in May, ahead of the rules on GPAI coming into effect in August. The Commission is yet to publish guidance on which AI providers are deemed general-purpose.
Once endorsed by member states, providers who voluntarily sign the Code will benefit from reduced administrative burden and increased legal certainty in complying with the AI Act.
Additional legal analysis by IAPP and Pinsent Masons.
