EU Commission publishes transparency obligations for AI systems guidelines

The European Commission has published draft guidelines and launched a consultation on the implementation of the transparency obligations for AI systems under Article 50 of the Artificial Intelligence Act (AI Act).
The guidelines provide practical assistance for providers, deployers, and competent authorities to ensure uniform compliance across the EU before the rules take effect on 2 August 2026. Under the regulations, providers must notify users when they are interacting with an AI system. Generative AI developers must also implement machine-readable markings to identify synthetic or manipulated content. Furthermore, deployers are required to inform individuals when they encounter AI-generated content of public interest, deepfakes, or systems involving emotion recognition and biometric categorisation.
The guidelines complement a voluntary Code of Practice currently being finalised, which focuses on the marking and labelling of AI-generated content.
The consultation is open to ll businesses, public authorities, and academic institutions. It closes on 3 June 2026.
