WhatsApp to be designated as VLOP under DSA by end of January

09/01/2026 | EURACTIV

Meta-owned WhatsApp is expected to be designated as a very large online platform (VLOP) under the EU Digital Services Act (DSA) before the end of January. This follows data showing that its public messaging channels reached 46.8 million monthly users, exceeding the 45 million threshold. While private communications remain exempt, WhatsApp's VLOP status will require it to comply with strict rules for its social media-like features.

As the first messaging app to receive such a designation, WhatsApp must mitigate systemic risks to democratic processes and user well-being. Meta will be required to tackle harmful content through enhanced governance and undergo mandatory independent audits.
