Civil society report warns Digital Omnibus package parrots big tech talking points

The European Commission’s proposed Digital Omnibus package has sparked criticism from two civil society organisations that claim it aligns too closely with the interests of US technology giants. A report by Corporate Europe Observatory (CEO) and Lobby Control warns that the Commission has adopted narratives from big tech companies such as Google and Meta, asserting that the EU's data protection rules stifle innovation in artificial intelligence. 

The report argues that the proposals could undermine digital rights and reduce corporate accountability. Specific concerns focus on plans to amend the definition of personal data under the EU General Data Protection Regulation (GDPR) and delay the enforcement of the Artificial Intelligence Act (AI Act), passed only 18 months ago. 

Furthermore, the report reveals that tech industry lobbying budgets increased by over 33% between 2023 and 2025. It also highlights a sharp rise in engagements between big tech firms and far-right MEPs, suggesting a potential political shift towards digital deregulation.

In response, the Commission has firmly rejected these claims. A spokesperson stated that the Omnibus package was developed through a transparent and comprehensive process that included input from civil society, small businesses, and academia. The Commission maintains that the goal of the package is to create a safe, competitive Digital Single Market that serves all European citizens and businesses, regardless of their size.
