ENISA identifies ransomware and phishing as leading EU threats

New research by the European Union agency for cybersecurity, ENISA, reveals that threat groups are intensifying their exploitation of vulnerabilities to target the security and resilience of the EU’s digital infrastructure. The Threat Landscape report 2025 found that while ransomware is identified as the most impactful threat, phishing remains the primary initial intrusion vector, accounting for approximately 60% of observed cases, followed by vulnerability exploitation at 21.3%.
Public administration was the most targeted sector (38.2%), driven by hacktivism and state-nexus cyberespionage. Other top targets include the transport sector (7.5%), digital infrastructure and services (4.8%), finance (4.5%), and manufacturing (2.9%). Over half (53.7%) of all incidents concerned essential entities defined by the NIS2 Directive, highlighting the critical nature of the legislation.
