UPDATE: Irish DPC to investigate Facebook WhatsApp data sharing

Following a request from the Hamburg DPA, the European Data Protection Board has adopted an urgent binding decision under Article 66(2) GDPR instructing the Irish Data Protection Commission to carry out a full investigation into Facebook's plans to integrate WhatsApp user data. However, the EDPB decided no final measures need to be adopted against Facebook at this time as "the conditions to demonstrate the existence of an infringement and an urgency are not met."
