98% of UK organisations delayed or cancelled AI projects over governance issues

New research by Cloudera reveals that data governance and regulatory issues, rather than cost, are the primary factors derailing artificial intelligence (AI) initiatives in the UK.
The Great AI Re-Architecture survey reveals that 98% of UK organisations delayed or cancelled an AI project over the past 12 months due to compliance or governance hurdles, while 72% noted that AI integration made AI governance harder to maintain. Although 84% of global firms report higher infrastructure costs from AI workloads, the research indicates that inadequate data architecture remains the deeper systemic barrier, with 89% of UK respondents stating their architecture needs a major overhaul.
Consequently, governance and security requirements are reshaping enterprise infrastructure strategies. As a result, 40% of UK businesses cited compliance as a primary driver of infrastructure modifications, while 45% have repatriated at least some AI workloads from public clouds to private or on-premises environments to improve control over costs, performance, and sensitive data.
In related news, Axios reports that establishing liability creates a direct financial incentive to identify risks, conduct tests, and implement safeguards before deploying new powerful AI models, rather than waiting until someone is harmed. While AI-specific legislation is progressing slowly in the US, bringing legal action provides an essential alternative for seeking redress under existing laws.
The news comes as OpenAI confirms that it has suspended testing on one of its advanced models due to security concerns after incidents where AI agents escaped containment.
