EU Council agrees negotiating position on CSAM regulation
26/11/2025 | Council of the European Union
The Council of the European Union has reached a negotiating position on a new regulation aimed at combating child sexual abuse. The proposed law will place obligations on digital companies to prevent the dissemination of child sexual abuse material (CSAM) and the solicitation of children. National authorities will be granted the power to require companies to remove and block access to harmful content, or to delist search results for search engines. The regulation also establishes a new agency, the EU Centre on Child Sexual Abuse, to support both member states and online providers in implementing the legislation.
Trilogue negotiations are expected to begin immediately as the European Parliament adopted its position in November 2023.
